The pervasive sense of fear that prevailed under military rule during the Abacha years has disappeared. Human rights abuses have been dramatically reduced. Still, the government has not been as successful in bringing past corrupt officials to book, nor has it deterred corruption among its own officials. Meanwhile, civic unrest in parts of the country is a recurrent problem. The Privatization Program of the Obasanjo administration achieved a quick tempo in 2001 but experienced a setback following an unsuccessful effort to privatize the national telecom monopoly NITEL, the national power company (NEPA), and several other parastatal organizations.
